On February 17th, the Governor of the Latvian Central Bank, Ilmars Rimsevics, was arrested and the ECB decided to temporarily suspend the debt of Abvl, the third largest bank in the country, whose financial situation has strongly deteriorated since last February 13th when the US Treasury Department accused the institute of being an important international recycling centre. It is the first time that the ECB uses its powers to suspend payments from a bank since in 2014 it took over banking supervision in the euro area. In a statement following the arrest of Rimsevics, Prime Minister Maris Kucinskis said that “there are no signs of possible risks to the financial system of Latvia” and that his government “will ensure that the central bank of Latvia will fully and qualitatively fulfil all the obligations entrusted to the institution.” Subsequently, the Central Bank of Latvia, managed by the vice president, ordered a measure to support Ablv, with a loan of € 97.5 million guaranteed by safe and highly liquid bonds.
