After all deliverables for the ESAs from the 2018 FinTech Action Plan were completed, the European Securities and Markets Authority (ESMA) intends to propose a new digital finance strategy for the European Union and it submitted it in order to obtain the European Commission’s approval. Specifically, ESMA notes that the EU needs cooperation on financial innovation on a common ground amongst EU Member States and in particular ESMA’s proposal focuses on the risks and benefits of digitalization in the financial area, as well as on ensuring a technology-neutral EU financial services regulatory framework which can help EU implement its innovation level. Furthermore, the proposal intends to remove the fragmentation in the single market for digital financial service through cooperation at EU level and to promote a well-regulated financial sector which can also have its focus on data, which can challenge firms, authorities and consumers to build the necessary knowledge and expertise to benefit from digital technologies.
