On March 3rd, 2021, the members of the Government Procurement Agreement (GPA) started the negotiations on the entry of Brazil to the agreement; the discussion was initiated at the first meeting, that was held online for the ongoing pandemic, of the Committee on Government Procurement from the moment Brazil expressed its offer in February. Specifically, the negotiations begun with the words of Brazil’s WTO Ambassador, Alexandre Parola, who maintained the accession to the GPA is one of the main objectives of Brazilian politics with the aim of achieving a more global economic perspective for the country. In accordance with the document Brazil sent to the members of the GPA, that was the basis according to which the negotiations begun, the commitment of the country would include the following concepts: the procuring entities whose procurement processes will be open to foreign bidders, the goods, services and construction services open to foreign competition, the threshold values above which procurement activities will be open to foreign competition and exceptions to the coverage.
