In a report approved on June 21st, 2022, MEPs intend to influence the Commission’s upcoming review on the implementation of the Recovery and Resilience Facility (RRF), scheduled for July 31st, 2022. The EP wants the Recovery funds to be used transparently and subject to compliance with the rule of law and the guarantee of the maximum return on the EU investment. According to MEPs, the Commission should ensure a robust mechanism for reviewing, monitoring expenditure, implementing and managing the data of the RFF. This would avoid abuses, double funding or overlapping of objectives with other EU funding programs. They stress that the rule of law, the protection of EU values and the sound financial management of EU funds require continuous evaluation throughout the life cycle of the RRF. It should be possible to freeze or recover funds already disbursed in the event of non-compliance with these criteria. RFF investments in the green transition and digital transformation should help increase the EU’s strategic autonomy and independence and, in particular, reduce independence from fossil fuel imports. However, MEPs are calling for more cross-border projects, such as improving the interconnection of EuropÈs gas and electricity energy networks, as well as full synchronization of electricity networks.
