In a resolution passed on June 9th, 2022, the EU Parliament expressed grave concerns over the Commission’s approval of Poland’s € 35.4 billion recovery and resilience plan under the Recovery and Resilience Facility. and Resilience Facility - RRF). MEPs stress once again the ongoing violations of the values enshrined in Article 2 TEU, including the rule of law and the independence of the judiciary, and deplore that, due to the actions of the Polish government, funding has not still reached the citizens and regions of Poland. MEPs highlighted that the respect for the values of the Union are essential prerequisites for benefiting from the Fund and that the rule of law conditionality mechanism is, in this case, fully applicable. In the text, the Council is urged to approve Poland’s PNRR only after the country has fully satisfied the requirements on conflicts of interest and fraud, as well as all specific recommendations of the European Semester in the area of the rule of law. Poland must also implement all relevant judgments of the EU Court of Justice (CJEU) and the European Court of Human Rights before its plan can be approved.
