On September 14th, 2022, the EU Parliament approved the new legislation on adequate minimum wages in the EU in order to guarantee decent living and working conditions and EU countries should promote collective wage bargaining. As it has been agreed in June with the Council, the provision aims at improving the living and working conditions of all EU workers and promote economic and social progress. To this end, the essential requirements for the adequacy of guaranteed minimum wages are defined, as established by national laws and/or collective agreements. The new directive will apply to all EU workers with an employment contract or relationship. The countries which already have this kind of warranty will not be required to introduce these rules or to make existing agreements universally applicable. Setting the minimum wage remains the responsibility of individual Member States, which will however have to ensure that their minimum wages allow workers to live in dignity, taking into account the cost of living and wider wage levels. As regards the assessment of the adequacy of existing guaranteed minimum wages, EU countries will be able to determine a basket of goods and services at real prices, or set it at 60% of the gross median wage and 50% of the gross average wage.
