On September 15th, 2022, the EU Parliament approved a 5-billion-euro financial loan in order to support Ukraine after the Russian invasion. After the Russian invasion, Ukraine growingly needed help that could be achieved by external financing, since the war destroyed part of the infrastructures of the country and it provoked the loss on the access to international financial markets. The current loan is part of the second and largest tranche of the €9 billion EU support package and a first tranche, equal to 1 billion euro, has already been disbursed. In the text approved by the deputies, it is stated that the exceptional release of a large portion of the residual loan could provide a prompt solution for this particularly delicate historical period and to sustain Ukraine’s public debt. The precondition for the granting of assistance is effective compliance by Ukraine with democratic mechanisms, notwithstanding the wartime concentration of power in the executive branch.
