On 24 November 2022, in a press release, the European Commission approved a €34.4 million Italian scheme to support companies in the context of Russia’s war against Ukraine. The scheme was approved under the Temporary Crisis Framework for State aid measures adopted by the Commission on 23 March 2022 and amended on 20 July 2022 and 28 October 2022. The measure will be accessible to employers active in the steel, wood, ceramics, automotive and agro-industry sectors. To be eligible, companies must have suspended their operations between 22 March and 31 May 2022 due to the Russian invasion of Ukraine. The aid will take the form of an exemption from the payment of social security contributions due for each month of the aforementioned period, up to €2 million per holding, or up to €250,000 per holding active in the primary production of agricultural products. The Commission has concluded that the Italian scheme is necessary, adequate and proportionate to remedy the serious disturbance in the economy of a Member State, in line with Article 107(3)(b) TFEU and with the conditions of the temporary crisis framework. On this basis, the Commission approved the measure in accordance with EU State aid rules.
